It is related to the Manatsu no Yo no Inmu meme.
"GO" was a gay porn actor at COAT Corporation in the early 2000s.
Though he was a reasonably popular gay actor at the time, he didn't have much of a presence in that particular show. Now, they are treating him like a founder of a sect, as a joke. The phrase/tag seems to be some kind of backhanded compliment.
