What part of "Chekhov's Gun" do you not understand? They wouldn't devote two strips to it if that weren't going to become a plot point later.
Presumably, if they make it too horrible, it won't actually blow up, but instead be used as a threat against Okuu not to throw her full power out... Of course, it's also possible in this series for someone like Reimu or Mokou to just eat a megaton foundation explosion to the face as part of a "twist" that reverses the fortunes of a match at the last possible second... (It'd actually be pretty funny to see Reimu do one of those glowy blue super-chops nearly impaling Mokou or something, only to blow up the whole stage and launch herself into orbit...)

Calling it now: Reimu takes a groin shot to the post, detonating it.
It either means that the use of an exploding ring will be a plot point, or it will be an explaination as to way powers that previously obliterated the ring, no longer cause it catastrophic damage.

Seeing how Reimu has developed a reverse barrier that can obliterate things, I doubt this ring with last her fight. But... It... Will... Be... SPECTACULAR.
