Ubiquitous computing refers to omnipresent processing power, essentially putting a CPU into every device around you and networking them into a global distributed computer for whatever purpose. One example could be the system of scanners in Psycho-Pass, although that network still relies on a single central unit to do the really heavy lifting.
The Society would likely be an organization working towards this purpose, or a society which has achieved ubiquitous computing.
