I'm really late to this and I really don't know that much, but I think I might have an answer. How cold air makes people feel cold, is that the air makes contact with your body, taking that energy as energy will flow into an area with less energy to balance it out. Cirno's power is to manipulate cold air which means she simply freezes something by causing all the heat in the target or whatever to move into her attack. This freezes her target and her attack dissipates as it's no longer cold due to energy flowing into it. I might be wrong as I'm only in high school, so free to correct me whoever looks at the post later.

Look carefully. Cirno is sweating a lot here. So obviously it's herself that gets warm... and it seems to melt her brain in the process.
