Put a translation on a whim, hope I got everything right. Went all caps for the "old school video game" feel.

Those are some pretty low combat-related stats for a lvl 99 character. I guess that's what "Useless Meat" will do to ya.

No, that's what majoring in economics will do to ya.

I think it has more to do with the fact that she has an "Economics Report" as a weapon, and sky-high intelligence and "negotiation" stats that implies she's not a combatant at all...

She's the character that you put at the front of the party when talking to NPCs.

Or she could just be like Marona or the two rich kid siblings from Blue Moon in Advance Wars, and just throw hired underlings at all her problems while staying out of direct harm, herself.

Her economics and "puppy eyes mastery" powers might do something completely game-breaking, the way that "Power of Money" and "Market Crash" were. (I.E. Multiply your allies' attack power by your bank account.)

Horizon s2 eps10 came to mind.
Stats buff are not included in "things money can't buy"

There are ways to completely break the game using non-combat skills, depending on how the game's mechanics are set up.

She could be like is playing Elona as a fairy pianist (or playing Skyrim as a stealth alchemist smith) - no combat skills whatsoever at the start, and you gain levels in nothing but non-combat skills, but then you never get into a fight you don't want to get into, and you can leverage your crafting skills into creating items that one-hit-kill everything, regardless of your nominal stats, or to fund the eventual purchase of the permanent stat-ups while playing the extremely-long-game.

In fact, just plain having a high CHA score alone, if played right, is the most powerful force in D&D. (All fear the Diplomancer's wra-- well, actually, it will seem like the nicest person ever, but ultimately, they're going make a cult of personality and declare themselves dictator-for-life.)

The game might have a support character system. I imagine something like the reyvataels in Ar Tonelico except nothing but buffs/debuffs. To be more accurate, Nendoroid Generation did exactly that. You had your fighters and you had your supports. And the supports were more game-breaking than any of the fighters.

She has to always carry her Economy Report files with her in battles eh?

Yes. Also, don't forget Puppy Eyes Mastery and "Useless Meat" sync well if used in... I point to Economics and Negotiation skill/stat respectively. You know it.
