though the power sounds stupid, if the user is creative, then it could be a fairly pratical ability in...say a police force. She orders a bunch of armed thugs to "strip yourselves of your money/hostages/weapons" or something like that.

There are a some characters that use powered armors. Against them it's a really useful power.

Stupid power but still fits with the quantum mechanics setting. Micro teleportation of neuron molecules that produce an urge to strip.

Basically she just became another version of Issei from Highschool DxD.
