This artists makes some interesting(good) crossovers between Touhou and LoL. But I suppose when you have 100 somewhat characters/champions to compare to from each franchise, your bound to get a few of them that have some sort of similarity.

Yeah, her name escapes me at the moment. She was the lady that designed Sona.

Her name's Shurelia.

She also worked on Lux hence the Marisa similarities.

There's also of course Youmuu's Ghostblade, and Xypherous has mentioned Orianna took some influence from Youmu and her ghost half.

Apparently there were plans for a Scythe Wielding character with the name of Komachi. She was scrapped because Riot said it was to hard to make a Scythe character look unique. I think they meant that they couldn't modify Komachi enough that she wouldn't be immediately recognized, without making her look weird. Its a shame. I would totally buy her the instant she came out...

Shurelia said Orianna was based on Youmu. The ball is supposed to be ref to Myon.

That was the codename for a tank champion Xypherous was working on (like Riven was called Marth before announcement). If I remember correctly Xypherous said the problem was they couldn't preserve the essence of the character concept and at the same time make her look and feel like a tank. Riot really dislikes when things are counterintuitive.

Rumour has it that the Komachi concept got transformed into Thresh. The gameplay actually feels like it...
