I know it's because of the shading method (lines and dots as opposed to a solid fill), but for the life of me I don't know if there's a tag for it, let alone what I would be hunting down as a potential tag for it.

I believe it's a form of dithering. Not the best form, though, as it causes ghosting artifacts on slow monitors when scrolling.

well, the dots are dithering for sure; the horizontal and diagonal scanlines are sort of something else I think

Please, you're both right. Cardiovascular failure is a very broad term, but usually it means an inability to maintain perfusion in vital tissues and organs such as the brain. This can e.g. be from a myocardial infarction (heart attack) or excessive (and I mean EXCESSIVE) nose bleeding resulting in hypovolemic shock.
