The boot to the right belongs to Izayoi_Sakuya given the artist added tags, but it leaves a false-positive result (as this image is 83% Meiling and 15% cat), thus I'm opposed to tagging Sakuya in favor of placing this comment.
I placed this comment just for the purpose of the information, I really have a hard time to tag a boot, which could apply to 15 another characters, despite it being specified by the author.
