An ODST style helmet was one of the armors that you could give your Spartans.

But she's wearing the whole set, not just the helmet.

Perhaps she hasn't fully "contracted" yet (i.e. undergone augmentations)?

You could get an ODST chest plate and shoulders in addition to the helmet. Was probably my fav armor set in a dark grey/black color scheme almost exclusivity when I played. Still it does look like the standard suit rather then the Armor variant.
