It seems indonesian, but its not, it uses an old format of spelling but most of 'em are typos, and the grammar is weird..

So i would say this is an old type of malay language (a old type of language which roots the current malaysian and indonesian).

the other right seems spanish or portugeese to me..

By the looks of it. When the word say Hakim Staf, it sounded Malay, but the way they write 'Sehat' instead of 'Sihat', it's Indonesian.

Also the word does not make any sense at all

By the same token, the right half is Spanish. Bizarro world Spanish.

The artist probably used some Lorem Ipsum generator that works from existing texts. In fact, I'm 100% sure that some markov chain based software generated the right half based on a Spanish text input.

Probably combination of Indonesian in the 17~18th century, where it was still being occupied by the Dutch and modern Indonesian.

Yeah, you're actually right. More info here.

Grammar-wise, it looks like some gibberish with numerous amount of (intentional?) typo and some English words that is mixed up in the text.

But i swear some of them is not gibberish at all. Like the one above Kosuzu's head. "Namun boeyak oreog meninggalkoe tempat duduk mereka" which i think read as "Namun banyak orang meninggalkan tempat duduk mereka" which is a proper line of words.

The word means "However, many people left their homes" btw

It seems i pick the wrong word. I don't mean that the entire passage is a total incomprehensible nonsense. What i mean is the grammar is plain weird.

Let's take your example. I believe "meninggalkoe" is not a legitimate prefix-suffix combination. Considering keyboard layout, switching the word to "meninggalkan" is stretching it a bit too far.
