Looks like one of those single-shot pistols. Not being a gun nut, only one I can think of is the one in MGS4 used by Liquid Ocelot during the boat scene. One hell of a Derringer she's got.
While I'm not too sure if it's OK to do with all semi-autos, it's possible to breach load a single round into the chamber, release the slide, and just shoot it with or without a magazine from there.

IIRC it can damage/break the extractor on most semi-auto designs. However the internal workings on the Desert Eagle have more in common with automatic rifles than pistols, so it might be possible to do it without damaging the gun.
I knew it's designed to look like one, but I've never paid attention to one with the slide pulled back and thus didn't realize the slide was halved like that. It still looks like a bolt-action-style system to me for some reason. Upon Googling, the EAA Tanfoglio Thor .45-70 was the pistol I was thinking of.
