Anyway, I'm thinking this may be some kind of take on a Mafia Caitlyn (although the eyepatch doesn't really fit).

A hat is not only for protection but also for assassination. If she has an extremely heavy one she can kill someone without wasting any skill by simply put it on them whilst they're standing on a very sharp cattle grid.
