What is the point of the revolver with the three foot long barrel? Anyone? Anyone care to tell me why that isn't stupid? Also? Why so many belts? What do they hold up? The point of a belt is to hold up pants, why does he need them on his shoulders and jacket? Again, anyone? Anyone care to answer that?

Those appear to be ornamentation on the greatcoat, rather than actual belts.

You are now imagining Haken trying to quick-draw that sucker in an old western duel.

The pistol is kinda like a wave motion cannon. The barrel expands and it shoots a big, fat beam as the finisher to his special attack.

What is a wave motion cannon and does it need to look like a revolver? I assume it doesn't, and I would guess that it looks like that to fit it with the cowboy motif that he's got going on here, expect that it doesn't. It looks silly and out of place, and he's also carrying what looks like some sort of large cannon, so clearly he doesn't care about his guns fitting his theme, so why? Why make it look so terrible?

That's his own custom rifle the Night Fowl which is an assault Rifle with an under slung pile bunker and a blade that folds into the stock.

His revolver is called the Longtomb which acts as a standard gun and can open up to fire huge beams.

Yes he can wield the Night Fowl in close quarters and yes he can quickdraw the Longtomb and can even use them both at the same time. Why? He is Haken, he is awesome, and he is voiced by Nobuyuki Hiyama. You don't need any other reason.

If you honestly have to ask "why" about an anime character's weapons, you really shouldn't.

The odd thing is, Revolvers like that (minus wave motion cannon) actually exist.

No, not by a long shot. But, if you know where to look, you can find them.
They're like a cross between a Pistol and a Rifle... and it's humanly possible to 'quick draw' them, I knew someone who had one of them and he drew and fired the gun in 0.8 seconds.
Too long for a wild west shoot-out, but still amazing when you think about it.
