They are big earlier. Sometimes.

Mystia's been pretty consistently well-endowed since the beginning of the series. It's been nice to see - I've always thought Mystia has a larger chest than fanworks tend to give her.

it's sort of arbitrary that Mystia gets a chest and no one else does when out of the two, it's usually Kyouko with the larger chest out of the three.
