When your face is pretty much a blank, featureless surface, it makes sense to want to decorate it a little.

... Those legs... It almost looks like her feet are at the "knees" and she's stilt-walking.

(And her hips are so thin she has to hold onto her pants to keep them up, even if she wears a belt...)

Wouldn't those paintings interfere with his vision? I presume he still has optics roughly where human eyes are.

Maybe the blue glowyness in the middle of the "face" is the eye? Cameras in anime tend to glow to designate "awareness". (Which would realistically blind the camera to anything but its own light, but I digress...)

Or they do the Samus from Metroid Prime, and simply switch their visor over to sonic imaging...

I forget what it was in, but some mech thing avoided putting the information-gathering components in the head because that was too obvious of a spot.

And of course we're all assuming these guys use some sort of optics to see. For all we know they could have an uplink to some sort of external sensory system. I know I've seen that done somewhere before.

Noticed the eye pattern on the cyborg's reflection, and to my surprise, Nazou-sama is one of the pixiv tags.
