Highly unlikely. Although we don't know her current age and the age she met Rinnosuke, Marisa actually knew Rinnosuke before he put up Kourindou. This means that she was at an age where she started remembering people (at least 3-5 years old?). This also doesn't take into account that he worked under the Kirasame household for a good number of years before establishing Kourindou (Let's say, Marisa was 10 years old when Kourindou was established).
Now, assume that Marisa is possibly 14-17 years old (underage drinking!) it's pretty evident that there's such a narrow timeline that this Hakurei Miko would have died/disappeared/moved on, Spell Card Rules were established, Reimu became her successor, etc. that it's kind of hard to believe that it happened in such a short period of time since Rinnosuke actually had a monologue in his head about the previous Hakurei inhabitant that it made it seem that the previous inhabitant lived a long time ago.
