From Wikipedia: The Fujiwara clan's political influence was initiated during the Asuka period. Nakatomi no Kamatari, a member of the lower-nobility Nakatomi family led a coup against the Soga in 645 and initiated a series of sweeping government reforms that would be known as the Taika Reform. In 668 Emperor Tenji (reigned 668-671), bestowed the kabane Fujiwara no Ason (藤原朝臣?) on Kamatari, more details search up Isshi Incident.
If we drop the Touhou characters into their spots in real world history, (I think) this is what we get:
Tojiko's family was very powerful, and Mokou's grandfather led a coup against them, including conspiring in the assassination of Tojiko's brother's son. A day after the murder, Tojiko's brother committed suicide.
Oh, and apparently - though this part I see little proof of outside the Touhou wiki - Mokou's grandfather was later killed... by a lightning strike.
So yeah. In some ways, these two have a lot more reason to be at each other's throats than Mokou and Kaguya do.
13.5 just got announced, and it's very much looking like a region war, mentioning the Priestess, Shrine Maiden, and Taoists. The priest who has built a temple in Gensokyo, the Taoist who abandoned the material world and dreams of immortality, and the shrine maiden who seeks rehabilitation.
Add to that the fact that Mokou was one of the characters cut from 12.3, ZUN said in a radio interview that Wriggle Nightbug and Nitori Kawashiro were originally slated to appear in the game, but were scrapped due to time restraints. Kaguya Houraisan and Fujiwara no Mokou were also considered, but it was decided that they were too strong.
And now this historical relation, I'm thinking I we might get some Yakitori with our 13.5.
