I think it stops magical flight; the only ones I've seen/I can recall actually flying are those that have wings. Okuu and Flandre come to mind right off the bat.

the field was stated to stop DANMAKU and other magical effects. Thus those using magic are doing strength boosts and shielding instead of blasting.

It's shown to actually stop magical flight.
