Rough water? Not familiar with the English term (unless it indeed refers to the ocean waves, but...), whassat and why would it cause tea to become... soggy?

He fears the tea he sent got waterlogged. Probably in either a high tide or a rainstorm.

Seems unlikely, unless he got it sent via a wooden galleon instead of a cargo ship or whatever...

That one I do know of. Should the translation say that, then?

I should send him some presents from the American South. Maybe some Barbecue (which originates in North America, in/near Florida), Sunny Delight, Red Velvet cake...

warugaki speaks English? I wonder how fluently, it would be nice to talk to him and praise his almighty works.
Heck, I like to pay up for every one of his doujins I've read online if I could; and also send him some presents from Canada.

International Gift Exchange? I can do that. However, I wouldn't really know what to send...

Oh boy... I am as jelous as Parsee right now. How sweet and hearwarming is this. Getting exchanging gift like this and moreover the author himself is so friendly and trying his best to show kindess to those who appricates his works. He earned a whole new level of my respect now and sure he is one of my top touhou doujin artist now. And lastly I'd also like to send my native country's traditional gifts. So if there is event where people all across the globe sends gift to Warugaki then I must also know when and where will this happen and I also must participate.

Meh, no, TOEIC is also just as international as TOEFL or IELTS.
    See: https://en.wikipedia.org/wiki/TOEIC
    TL;DR:

    Wikipedia:
The Test of English for International Communication (TOEIC) is an international standardized test of English language proficiency for non-native speakers. It is intentionally designed to measure the everyday English skills of people working in an international environment.

Afterwards, I learned that because Holland has hard water, the green tea I sent ended up tasting bad. I'm sorry about that... orz
    Japan
I'm indebted to you, Master Google.
    Drawing Board
    *fluffy fluffy*
As I was about to make up my mind in thinking, "Well, I can use this as material in my manga," an elegant package with Dutch shoes, cookies, and black tea was sent to me by international mail.
    Holland
I received a message from a Dutch person called "Helepolis" saying, 「I would like to send you a gift.」
    Dutch Leather Shoes
    Cookies
In return, I sent Japanese sweets, green tea, an illustration board, and some of my previously published works.
    Exchanging messages in English
    Japanese Sweets
    Tea
And just like that, we kept exchanging messages with each other.
TOEIC would've been great for an occasion like this... This was a typo by the author, TOEIC is a Japanese-based English learning program. EDIT: The artist has uploaded the revised version.
