Why? They live in place full of myth, magic and gods. The knowledge it possesses is far greater than anything the outside world could ever have. Sanae has more or less gone from high school to "god school" what with her living with and learning from two gods(one of which is her ancestor) now that she's moved. Hence her title of living god.
Her being technically a high school drop out is about as meaningful as how much bread Marisa has eaten.

Except the outside world's logic and science developed completely differently from Gensokyo. A LOT of technology in the outside world wouldn't make ANY practical sense whatsoever in Gensokyo, and therefore have almost no chance of being developed "natively". (Why invent X when magical/innate powers will suffice?)

That could very well be the reason Sanae says that common sense is useless in Gensokyo. She's probably referring to street smarts and stuff like that picked up over a lifetime. Of course, canon has proven Sanae's airheadedness, so all the same, I could be wrong.
I had to get my diploma from a community college (actual DIPLOMA not GED) because of shit I did during my senior year. I screwed myself out of a graduation ceremony, senior trip, senior activities, etc. But at least I got my diploma, unlike you Sanae.
