what are these punch-out things called, is there a tag for them?

They're called paper dolls! Looking through the tag takes me back to my childhood, haha.

I also noticed a kisekae tag. What's the difference between it and paper doll in terms of 'booru usage? Is kisekae more for dress-up flash pieces?
