In this case...it is legal. As it did hit Youmu's side first before going across (or under) the net to Sakuya's side. Just be amazed the ball didn't go through the floor and end up in the real world.

It seems to hit the floor before starting to come back up though which would count as an Out, unless Youmu put a spin on it so drastic it made a 100+ degree change of angle on the fly before it could hit...

Which, given the series itself, isn't exactly as far-fetched as it sounds.
