That's a skirt, not shorts. Shorts are comfy and easy to wear, while wearing that without it billowing up and revealing underwear/hidden bike shorts is difficult.
...haha, I like the little details of Touya's hat having to be ripped to accommodate Mei's hair buns. Having the outfit switches be more varied rather than a protag to protag sort of situation makes it more amusing, I think.
