And considering the artist's pixiv portrait is Snoopy dressed up as Flandre, I don't think it's too much of a stretch.

There's a difference between looking like Marcie and actually being Marcie. Granted, considering the artist's style and previous works, Mamizou here looks like Marcie. However, there was no mention in the description, in the tags or even in the comments that she is supposed to be Marcie.

Also, it's Snoopy as Reimu and not as Flandre.

There's no need for Marcie to be explicitly mentioned. We tag what we see, and I sure see Marcie.
