FOE is MeiQ's field-on-enemy system... non-random encounters that can be seen on the map. They tend to be drastically much more difficult than anything else in the same area, and oftentimes will pursue players into dead ends / other FOEs / etc.
I'm terrible at translating lyrics, but a couple of very rough tidbits:
"Oh crap, we have like two Tech Points and just ran into an FOE!" "Oh crap, our Medic's dead, and we just ran into an FOE!" etcetc

TL NOTES: - I mixed the translation of onscreen text with that of the lyrics. The onscreen text is indented using non-breaking spaces, so hopefully the comment system won't strip them. - They misspelled 出典 ("shutten": source) as 出展 ("shutten": exhibition), confirming my suspicion that the Japanese don't understand or care about kanji anyway and would be better off using an alphabet. I've left the mistake in the transcription. - "Gossun gossun" is a 五寸釘, ie a five-sun nail. You should remember it and its use from an earlier IOSYS flash. - "Douman seiman" is a traditional Japanese charm, and an incantation from Onmyouji (or so it's said). In the flash, they're using it to ward off FOE. - 超FOE is a reference to the infamous series of gay games 超兄貴. - I'm not sure what "oniichan" means, so I left it untranslated. ;)
