    How's this for an explanation: Sakuya may be able to stop time, but her perception and reflexes aren't as quick as Youmu, so she only ends up stopping time every so often, which isn't quite enough (before X-mode)

    This one is frequently addressed by saying that "Sakuya doesn't actually stop time, she just hyper-speeds-up her own to the point that it looks like time has stopped.

    However, hypothetically, if one is doing that, then you wouldn't be able to see how the balls are moving during a time-stop, you'd have to drop out of time-stop to be able to see the momentum a ball already has, then re-enter time-stop to actually have the capacity to change the motion of the balls.

    Much like us players during a game of Touhou, she's limited by her capacity to actually see and react to danmaku in a fraction of a second before she'll have to stop time again, and even then, she's only got so many shots of the thing.

    I'm curious. Why do you think so? Keine's explanation actually explains what we see in the games. Whenever Sakuya stops time, a bunch of knives appear in front of her, then, only when time resumes do they fly out. If the knives could keep moving while time was stopped she'd never let it up until the enemy player was already stabbed.

    In other words, she can only impart the initial momentum. That is, she can only throw the knives, and once they move a certain distance from her they are time-stopped as well, so in order for her to get them moving in a new direction after she has already thrown them in one direction, she has to time-stop again and redirect them somehow, meanwhile, Youmu has the reflexes and speed to redirect all the shots without the need to essentially pause everything to keep track of stuff. She's simply outreacting Sakuya, who has to keep pausing the game just to keep track of everything that's going on.

    Like NWSiaCB said, its like players pausing a game of Touhou; if we do that we can see where all the danmaku currently are, but we won't necessarily know where they are all going until we unpause the game and observe their movements again.

    While player Izayoi has time stopped, she can only impart initial energy to physical objects. When time begins to move, the only way she can alter their direction is to stop time again...
