No, she specifically said it was her 17th birthday. So unless she's lying about her age, she's underaged.

Seems plausible that she would do that (if she really is a she). It's the internet after all.

Or... maybe the artist is trying to produce feelings of moe. Girl drawing a version of herself doing something H even when she's not old enough is moe... or disturbing.
