Even in the manga, that scar of his confuses me. It's like.. it just floats over his hair.

I think his hair simply never grew back over the scar.

Well, duh, that's what it's supposed to be, but the way it's drawn just isn't what it's supposed to looked like. It really does look like it's "floating" over his hair line in both the manga and many fan works. Scars are pretty hard to portray accurately though, so yeah.
