You know, there might be other things facing that bench.
Like a statue or something...or maybe that bench was dragged from the original position for that particular photo so it would get the peninsula instead of random street and various vendors lining behind it...or other explanations like the bench was in the way of the beach sweeper vehicle so it was dragged aside and this girl sat on it before they returned it to the correct postion.

Some pictures are nice to be enjoyed as is, but if you try to use logic towards the artist without knowing their intention, that's not a good way to critique a piece of art.

Why would the bench need to face the ocean, or anything else for that matter?

I mean, sure, at least some of the benches probably would be facing the ocean since it's a nice view, but it seems silly to assume all of them would face the ocean.
