Because many believed that Kanako only show where the corpse of Yatagarasu is or where Utsuho can find Yatagarasu and eat it(depends on which you believe, personally I prefer the latter). So she's not controlling her. Even in Hisoutensoku, she only operates the nuclear reactor because Satori told her so.
