Dante had volenteered to watch Skoll to prove that he wasn't a Shadow Disciple even though the group knew the truth (the villagers didn't and that's all that matters). Dante's way of watching him includes dragging him away from Joachim and Yuni's murder investigation and taking him back to the inn. What should have been a quiet staredown in the shared room turned passionate rather quickly. Skoll's yearning for the older dragon results in degrading himself again only telling himself that he's doing this to distract Dante from assisting Joachim when the time comes for the shadow disciple to reveal themselves.
