The Tohsaka's knew enough of the Matou's magic to realize that Sakura was going to be thrown into a worm pit. Especially considering how much potential she had. He wasn't a bad father as far as magi go, but magi have a different idea of what constitutes a "good upbringing."

Personally I wonder how he would've reacted if he learned Zouken had no intention of teaching her and actually just planned to bodyjack her later?
Still what I don't understand is why he thought the Matous would teach Sakura. They were a magus clan with no circuits.
