I know exceptionally little about the Fate series but some investigation into another piece of art, coupled with the pixiv description for this image, leads me to believe Kirei is dressed as Miyata Shirou from the game Siren here. I assume that Tokiomi is cosplaying as well but I've never played Siren either so ... I'm gonna add the character request tag just to be sure.
