Miko is wearing Kirby's Beam power hat, and Tojiko is wearing Kirby's Plasma/Spark power hat. (What it's called depends on the game)

Spark power is the kind where you mash the control pad to charge up power (electricity) which is probably why Tojiko's making static noises.

That's plasma, actually. I think spark just creates an orb of electricity around Kirby.
