All for One is pretty much Homelander without the pretense (and actually intelligent and with way more varied power collection) and the Paranormal Liberation Front are a legion of superpowered people not wanting to have checks and balances.
Midoriya is also the closest thing to Hughie, specially because he was born powerless.
He'll love people like All-Might and Deku due to their good hearted nature, but will loathe and might think to kill Endeavor for being a shitty abusive eugenic father, and will definitely do anything to kill All For One.

Pretty sure he will kill every single Superhumans for having Superpowers, this is the reason why various Multiversal guards won't let people like Butcher to enter MHA Universe and interfere for his own enjoyment.
