Because busting Youkai is not free. "Donations" are nothing more than Protection Tax. If you don't pay. You aren't protected. Does it make sense now?

If she just charged for solving incidents, she'd be pretty rich now, coming from the number of villagers there are.

How much do you think all those parties cost her? Those donations have to flow somewhere.

They don't have to cost anything, they are merely food giveaways, she has plenty of food coming from her garden.
