I thought the rules of danmaku were set up, precisely so that people didn't have to fear for their life all the time? I think there is an explanation somewhere that youkai like to cause incidents and abduct humans, to pass the time, but that killing is a no-no and that it goes both ways?
After Reimu set the danmaku rules, youkai were forbidden to eat/kill any villagers since all conflicts would be resolved in a spellcard fight (apparently that's some kind of global unavoidable rule since even Byakuren who was sealed for millenia resorted to danmaku the moment she was freed).
However, outsiders that accidentally glitch into Gensokyo are abscent from this protection, youkai are free to devour them unless they manage to escape the forest and reach the Hakurei shrine, to which Reimu will escort them either to the outside world or to the village if they decide to stay, where they become famous for their knowledge. All of this is according to Akyuu.

Then why was Keine so cautious in Imperishable Night? She erased a whole village and it's history to 'defend' it from you, the 'attacker'.

Good question! Perhaps she still remembered the days without danmaku law and reacted accordingly, fearing that those laws might not be heeded?
