My question is how can someone whose abilities include manipulating and controlling fire have difficulties feeling warm in what is likely a temperate area?

Manipulating fire != manipulating all temperature. She would burn the place down and her ability does not include STOPPING the fire

Fun fact: in the game, her clothes are protected from fire. Her body isn't. In other words, she's fireproof.
