It may be hard to tell, but the horns are- in fact- there. Possibly fault upon the artist, or maybe upon the viewer's eyes, but the purple "frill" around the hat are supposed to be the horns in question. The MGE as well as other works of Kenkou have always had interesting redentions of horns that I, for one, do not frown upon.
