She's clearly not human, with horns and femur spikes, so it's clearly a result of coevolution or morphic resonance or something.
Also adding on top of this: if you looked closer on her design, you can see that her left and right side radius/ulna pair has different thickness. It could be skeletons are just a race of spirits that possesses bones and can swap any parts that they want as long as it's defined as 'bone', or artistic error (but knowing shepherd and their anatomical focus, it's less possible).
It's not 'boobs' per se, but aesthetically arranged ribs.

I like the former because that seems to be a good understanding of it. Skeletons in this world are a conglomerate of different bones all wedged together; like a living colony that uses what it can to create an upright creature. The "hair" is just very thin strips of bone to the point that it mimics hair but it probably closer to papyrus in constitution. And considering that the undead can exist I can imagine that some decide to go this route for "life".

I guess baleen would've fit the bill more than 'very thin strips of bone' given the latter would be either extremely brittle or not very bony at all if she decided to 'soften' it with acid treatment...
