At least some of the Pixiv viewers think so as well; there are two reader-added, Hyakumen-related tags on the image.
I'm also amused by Yamame's title of "Aku Daikan" (Scum Magistrate), which parallels the villain name of Aku Daikhan (Evil Magistrate/Great Khan) from Tonosaman/Steel Samurai, the show-within-a-game from the Gyakuten Saiban/Ace Attorney series. However, I suspect it's just coincidence here.

I suspect that you are right but I'd really love for it to not be a coincidence.
At least one or two responders on Pixiv said as much too. Mizuki-san responded that seeing comments mentioning BEWD or Hyakumen really gives him a sense of the generation gap.
It's my prerogative to eat whatever I want first, right? All's Right With The WorldAh! Please wait a minute, Kogasa-san!If you put the meat in first, a lot of scum will build up......so it's better if you eat the vegetables first.Well, let's hurry and cook the meat! It's the magistrate!Allow me to skim th' scum off.♡Mmn! What yummy meat.♡I said the vegetables go first, didn't I, Kogasa-san...?It's the sub-magistrate!The sub-magistrate of the scum!!The magistrate of th' pot!!鍋奉行 refers to the person who takes charge of cooking at a hot pot table, hence the joke in panel 4.
