No. When they went to the doctor, Rise was reading everyone's measurements from their files. When she came to Naoto's, she says something like "...bust size...wait, that can't be right!" At which time Naoto panics, grabs her file and announces her intent to burn it at her earliest convenience. Just how she said it. Sort of like saying "how do you hide them so well?" though not in as many words.
Of course, then comes the infamous "CanonVsFanon.jpg."
Basically, the above scene implies quite well that she's the bustiest. However, fan works take this to extremes and assume she's a sort of titty-monster/mega-milk/etc. when, more likely, she's merely the slightly largest of a group of small-to-moderately-endowed girls.
