IIRC Shinano's artist for the past skins and her base design was Soaryuna but something about the art style for this skin tells me Soaryuna may not be the artist here.

I can't put my finger on it or maybe I'm thinking too deep but I'm 70% sure Soaryuna isn't the artist for this skin, details and design feel very different, on top of the l2d live skin (from what I could find) having few secret touches. (but then again comparing to the "dreams of fantesy" skin is unfair given how much it spoiled me and likely many others as setting a certain unfair expectation for other l2d lives)

(the lingering 30% in my mind is the possibility their technique has improved or changed)
