You can't. When a character's cosplay tag is added, their character tag is added automatically. Character cosplay tags are an exception to the "no cross-category implications" rule.
It's still possible to remove the Eimi_(Swimsuit)_(Blue_Archive) tag, but you shouldn't since it applies to the specific outfit she's wearing.
