1. I didn't watch the anime or read the manga but is it stated that it applies for everyone, or is this just for the MC?

1: no, it's ONLY for the girls that's experienced the 'fated partner' effect to MC. (hence Rentaro NEEDS to make them all his girlfriend). Other girls are fine targets.
