No, what's wrong is that you're assuming the uploader should've known who a couple of seemingly random Japanese women are. Not everyone knows who the voice actors are or what they look like, and some even actively avoid such information.
And even if you were just passing by, there was still nothing stopping you from adding the tags. People aren't always going to have perfect knowledge, so it's better to work together to patch those holes instead of criticizing others for missing a few things (as long as they're not just being lazy, of course).

just fyi that seiyuus are known to have done at least a lot of roles before they work in umamusume. I won't be surprised if they know the seiyuu but don't know whos role they done.
