Oh I don't know, she's just been to busy to ever really get a chance to go after Ragna. Get rid of Terumi and I'm sure when she sees competition from Nu, Rachel will go Yandere...and alas poor Nu does not stand a chance against a Rachel who wants to get some tramp away from HER man.
