0.08% BAC and above is considered intoxicated in all but Utah (0.05%) here in the US. Japan, according to a Google search, is 0.03% BAC for a 3 year prison sentence and 0.05% is 5 years. Though, a police officer can find you "driving drunk" regardless of BAC level and offers even more severe punishments.

The steering wheel is on the left side so that implies she's somewhere in the west, and then there's Bocchi not freaking out in the 2nd panel. She's defo somewhere where the legal limit is above 0.05. She's safe!

Left-hand drive cars are regularly sold in Japan by Euro and US vehicle dealers, but RHD is encouraged. Volkswagen, in a quick search, sells the 2026 Golf as a LHD but also sells the ID.Buzz EV as a RHD.
While usually done by someone who can afford it, LHD cars can also be imported to Japan and driven legally. It's also possible that she brought a car off someone stationed from the US or from someone else who did so previously.
