Since when do tax auditors have the authority to throw an owner, who has paid her taxes, out of her home, but leave the servants (and one unemployed permanent guest)? It's the same with Reimu and Yukari. Reimu can complain all she wants about how Yukari's behaviour is not appropriate or about how she has no right to do something, but it's not really going to stop her. Like that time in Subterranean Animism when she "ate the Marisa that Reimu left home"., or that time in the fighting game when she destroyed the shrine at her whim.
